Important Update from Skycargo
Dear Valued Shippers,
The United Arab Emirates (UAE) National Advance Information Center (NAIC) intends to implement its Preloading Advance Cargo Information (PLACI) program during Q1 of 2025.
This would imply that all shipments routed to/via an airport in the UAE would require their data to be submitted to the authority in advance for their security assessments, and approvals obtained before the goods are permitted for onward carriage.
To ensure seamless transportation of goods under PLACI implementations, that complete and accurate data must be provided from your end, latest within 4 hours of the planned flight departure – unless agreed otherwise with your local station. The attached FAQ document provides insight into key elements to be considered with the UAE PLACI program, including data amendments.
For the authority’s assessment, a set of 7+1 data elements is necessary to be filed by Emirates for every shipment. This includes where amendments are applicable as well. The 7+1 data elements are:
i. Shipper Name
ii. Shipper Address
iii. Consignee Name
iv. Consignee Address
v. Description of goods
vi. Weight
vii. Number of pieces
+ Repetition of the above dataset requirement for every house associated with the master.
In addition to these data elements, as mandated effective 1st June 2024, 6-digit HS (Harmonized System) codes would have to be declared on the FWB for direct/master single shipments, and on every FHL for consolidations. HS codes are not mandatory on the FWB for consolidations.
